{"id":23144,"date":"2022-10-11T13:44:14","date_gmt":"2022-10-11T13:44:14","guid":{"rendered":"https:\/\/xello.world\/?p=23144"},"modified":"2025-11-05T05:55:37","modified_gmt":"2025-11-05T10:55:37","slug":"ofsted-inspection-framework-ratings","status":"publish","type":"post","link":"https:\/\/xello.world\/en-gb\/resources\/blog-posts\/ofsted-inspection-framework-ratings\/","title":{"rendered":"Ofsted Ratings"},"content":{"rendered":"<p><em><span style=\"font-weight: 400;\">Ofsted ratings have the benefits of offering clear, easy-to-understand judgements to schools (and parents) on key areas inspected in the Ofsted framework. Here we will discuss what each grade means and how important Ofsted ratings are.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/em><\/p>\n<h2><strong>Overall effectiveness<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">First, it\u2019s important to know that Ofsted inspectors will give grades to schools by making judgements on \u201coverall effectiveness\u201d, besides the <\/span>four key judgement categories<span style=\"font-weight: 400;\"> (the quality of education, behaviour and attitudes, personal development, leadership and management).\u00a0<\/span><\/p>\n<p><b>Some of the key elements considered by inspectors when examining the \u201coverall effectiveness\u201d of schools:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Inspectors must bring their judgements based on all the available evidence to determine what is it like to attend the school and what is the standard of education (expressed in grades)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Inspectors must take into account all four key judgement areas<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Inspectors will judge the early years and sixth-form provisions but may not issue a grade if it comes with a risk of identifying individual pupils (where their overall number is too small, typically fewer than five pupils)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Inspectors will consider the <\/span><span style=\"font-weight: 400;\">\u201cspiritual, moral, social and cultural development\u201d<\/span><span style=\"font-weight: 400;\"> of students, before making a final judgement on \u201coverall effectiveness\u201d<\/span><\/li>\n<\/ul>\n<h2><strong>What is the Ofsted grading?<\/strong><\/h2>\n<p><b>There is a 4-point grading scale used for inspection judgements:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">grade 1: outstanding<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">grade 2: good<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">grade 3: requires improvement<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">grade 4: inadequate<\/span><\/li>\n<\/ul>\n<h3><strong>\u201cOutstanding\u201d Ofsted grade\u00a0<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">To reach an \u201coutstanding\u201d standard, schools have to receive an \u201coutstanding\u201d grade for all the criteria, \u201cmeeting each and every good criterion\u201d, securely and consistently, amongst others. Ofsted\u2019s aim is to only name a school outstanding in a given area if they are truly performing exceptionally well and across the school.<\/span><\/p>\n<p><b>Outstanding (1)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The quality of education is outstanding.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">All other key judgements are likely to be outstanding. In exceptional circumstances, one of the key judgements may be good, as long as there is convincing evidence that the school is improving this area sustainably and securely towards outstanding. Typically this will mean meeting each and every one of the good criteria but falling short on the outstanding for that key judgement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Safeguarding is effective.<\/span><\/li>\n<\/ul>\n<p><a class=\"\" href=\"https:\/\/www.gov.uk\/government\/publications\/school-inspection-handbook-eif\/school-inspection-handbook\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">School inspection handbook, Ofsted<\/span><\/i><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<h3><strong>\u201cGood\u201d Ofsted grade<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">For a \u201cgood\u201d Ofsted grade, inspectors will look at the quality of education and judge most of the key areas as good or outstanding, while one are may be marked as \u201crequires improvement\u201d if evidence shows that the school is already actively improving in the field.<\/span><\/p>\n<p><b>Good (2)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The quality of education is at least good.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">All other key judgements are likely to be good or outstanding. In exceptional circumstances, one of the key judgement areas may require improvement, as long as there is convincing evidence that the school is improving this area sustainably and securely towards good.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Safeguarding is effective.<\/span><\/li>\n<\/ul>\n<p><a class=\"\" href=\"https:\/\/www.gov.uk\/government\/publications\/school-inspection-handbook-eif\/school-inspection-handbook\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">School inspection handbook, Ofsted<\/span><\/i><\/a><\/p>\n<h3><strong>\u201cRequires improvement\u201d Ofsted grade<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">If a school receives a \u201crequires improvement\u201d grade, it means that any of the key areas looked at by inspectors needs improvement regarding the overall effectiveness of the school. Safeguarding might have weaknesses in the system but are quickly resolved.<\/span><\/p>\n<p><b>Requires improvement (3)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Other than in exceptional circumstances, it is likely that, when the school is judged as requires improvement in any of the key judgements, the school\u2019s overall effectiveness will also be requires improvement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Safeguarding is effective. If there are any weaknesses in safeguarding, they are easily rectified and there are no serious failings that leave pupils either being harmed or at risk of harm.<\/span><\/li>\n<\/ul>\n<p><a class=\"\" href=\"https:\/\/www.gov.uk\/government\/publications\/school-inspection-handbook-eif\/school-inspection-handbook\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">School inspection handbook, Ofsted<\/span><\/i><\/a><\/p>\n<h3><strong>\u201cInadequate\u201d Ofsted grade\u00a0<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">If a school is \u201cinadequate\u201d according to Ofsted inspectors, it\u2019s because its overall effectiveness is considered to be generally ineffective, often but not necessarily alongside safeguarding.<\/span><\/p>\n<p><b>Inadequate (4)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The judgement on the overall effectiveness will be inadequate when any one of the key judgements is inadequate and\/or safeguarding is ineffective.<\/span><\/li>\n<\/ul>\n<p><a class=\"\" href=\"https:\/\/www.gov.uk\/government\/publications\/school-inspection-handbook-eif\/school-inspection-handbook\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">School inspection handbook, Ofsted<\/span><\/i><\/a><\/p>\n<h2><strong>How important are Ofsted ratings?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The question to what level Ofsted grades matter, usually comes up as parents choose schools they want their children to attend, and so it\u2019s an important matter for schools, as well. Parents often look at schools\u2019 websites before making a decision and see if they are labelled at least \u201cgood\u201d based on Ofsted\u2019s judgement.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In fact, <\/span><b>Ofsted ratings were the third most important factor to parents when choosing a school<\/b><span style=\"font-weight: 400;\"> in a <\/span><a class=\"\" href=\"https:\/\/acamh.onlinelibrary.wiley.com\/doi\/10.1111\/jcpp.13276\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2015 survey of 1000 parents in the UK<\/span><\/a><span style=\"font-weight: 400;\">. Ofsted\u2019s own <\/span><a class=\"\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/900553\/Ofsted_Parents_Annual_Survey_2020.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Parents Annual Survey<\/span><\/a><span style=\"font-weight: 400;\"> found that parents also read Ofsted reports which are a decisive factor in their choice of provider.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Essentially, it also seems clear that parents believe that there is a correlation between Ofsted ratings and students\u2019 individual outcomes, that these ratings have a direct effect on their educational achievement, well-being and happiness. However, several studies showed that these associations are not necessarily correct, with <\/span><b>one <\/b><a class=\"\" href=\"https:\/\/acamh.onlinelibrary.wiley.com\/doi\/10.1111\/jcpp.13276\" target=\"_blank\" rel=\"noopener\"><b>2020 report in the Journal of Child Psychology and Psychiatry<\/b><\/a><b> stating that \u201cOfsted-rated school quality was a weak predictor of student wellbeing and student engagement\u201d.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Ofsted\u2019s system was challenged on several occasions also for the way they <\/span>conduct their inspections<span style=\"font-weight: 400;\"> or more so, the lack of it in recent years. The National Audit Office report in 2018 found that more than 1500, mostly outstanding <\/span><a href=\"https:\/\/www.bbc.com\/news\/education-44227869\"><span style=\"font-weight: 400;\">schools had not been inspected for six years or more<\/span><\/a><span style=\"font-weight: 400;\">. Ofsted defended itself by expressing that this is due to their budget cuts and the fact that fewer and fewer people choose a career to be an inspector which makes it difficult to do their inspecting job.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the same time, it\u2019s a challenging setup as parents may not find up-to-date information about schools\u2019 Ofsted ratings, not to mention that inspections are quite expensive for taxpayers, with one Ofsted visit per school costing around \u00a36-7000 on average.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ofsted answered these arguments extensively, accepting that some of them are valid to a certain extent. <\/span><a class=\"\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/936220\/Retaining_the_current_grading_system_-_arguments_and_evidence_290419.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">In their response<\/span><\/a><span style=\"font-weight: 400;\">, they highlight the undeniable advantages of their overall system, including that <\/span><b>Ofsted ratings are much easier to consume for parents than looking at raw attainment data<\/b><span style=\"font-weight: 400;\"> which can also be limited, not holding information on extracurricular activities for example, in which they are also interested for their children.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overall, it seems that the trust in Ofsted remains solid: in 2020, <\/span><a class=\"\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/900553\/Ofsted_Parents_Annual_Survey_2020.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">75% of parents found Ofsted was a reliable source of information<\/span><\/a><span style=\"font-weight: 400;\">, a number unchanged from 2018. Furthermore, the fact that Ofsted created a standard for education and the evaluation of schools is one of their basic and indisputable strengths.
